Urban gardening: the future of California agriculture?

A new 'Urban Agriculture Ordinance' in the Sacramento area will offer tax breaks to incentivize edible community gardens, and create a new market for fruits and vegetables grown within walking distance from the consumers.  “[U]rban farming includes different kinds of activities: physical work, social interaction, design and planning on various scales, and business tasks.
