Thinking outside the box to change the criminal justice system

California currently allots $10.7 billion to its criminal justice budgets. Two new youth reporters for Voicewaves entered ideas into the "Think Outside the Box" contest, which asks youth what they would do to change the justice system if they controlled California's budget.  Joshua Jimenez, 18, wrote a rap song, "Intellect," that weaves audio of local law enforcement with his own ideas.
