Guaranteed college tuition could be a game-changer

Paying for college could get easier for Richmond families, with the city announcing a program to cover college tuition fees for local high school graduates. The $35 million, 10-year initiative,"Richmond Promise," will be drawn from Chevron’s $90 million community benefits package, negotiated by the city as an offshoot of the company’s $1 billion renovation of its Richmond refinery.  Leaders hope this opportunity will be a catalyst for young people in Richmond to pursue higher education.
