Why aren't more youth applying for DACA?

Over a year after the Obama administration announced a temporary citizenship program for undocumented immigrants, roughly half of those eligible in California have yet to apply.  The program, Deferred Action for Childhood Arrivals (DACA), offers qualifying immigrants temporary legal status, but carries restrictions and hurdles.
